Members of the Bangsamoro Transition Authority (BTA) were appointed as “Member of the Bangsamoro Transition Authority”.

In order to provide a common “nomeclature or call” to the office in Reso X which created the House Rules gor Parliamentary Procedures it is stated that Members of the BTA will be formally called Members of Parliament (MP)

Not all MPs are Minister nor are all Ministers MP

BOL provided that half of the Ministers must come from the MPs and half outside.

Block Grant

Chief Minister’s Hour

One of the innovations brought in by the change of form of government from Presidential to Parliamentary system is the Chief Minister’s Hour. Prior to adoption of RA 11054 of the parliamentary form of government, the Chief Executive is only expected to deliver the State of the Region once a year. With the current form, the Chief Minister is expected to updated the parliament every 1st Wednesday of the Session Period of the Month. Aside from providing updates and governance direction, members of the parliament can also ask questions, provide insights, and opinions for the Chief Minister and the cabinet.

Bangsamoro Economic Development Council

Members of the Minority of the Bangsamoro Transition Authority (BTA) filed a House Bill to operationalise the Bangsamoro Economic Development Council (BEDC). The Bill passed on 2nd reading. The government of the day thru the Chief Minister during the Chief Ministers Hour noted that the BEDC is important thus will be submitting its own version of operationalising the BEDC. The BEDC version of the cabinet of the day is filed on as is approved on 1st reading.

Parliamentary Rules

It is provided that it will be the standard parliamentary procedure in the Bangsamoro Autonomous Regional in Muslim Mindanao (BARMM). Flag and Emblem

Article II. Bangsamoro Identity.

Section 2. Bangsamoro Symbol. – The Bangsamoro Parliament, hereinafter referred to as the “Parliament.” shall adopt the official flag, emblem, and him of the Bangsamoro Autonomous Region. The flag of the Republic of the Philippines shall always be displayed along side the Bangsamoro Flag. Whenever the Bangsamoro hymn is sung, it shall always be preceded by the singing of the Philippine National Anthem.
