We are grateful that our team has been invited to attend the Training on Bill Drafting with the Reference and Research Bureau of the House of Representatives (Fourth Batch) last week in Davao City. Final reading the Bangsamoro Electoral Code

The Bangsamoro Transition Authority approved on third and final reading the Bangsamoro Electoral Code, with 64 Yes votes, zero No votes, and zero Abstains.

This is the fourth priority code passed by the body.

The Bangsamoro Parliament’s

The Bangsamoro Parliament’s Committee on Rules continues deliberating on the proposed bill that will prescribe the structural, functional, and procedural principles in the conduct of elections, plebsicites, initiatives, referenda, and recall proceedings in the region.

Members of the committee deliberated on the composition of the Parliament, the manner in which party representation seats are allocated, redistricting for parliamentary membership, and the manner in which reserved seats for sectoral representatives are elected.

They also discussed the election of sectoral representatives for non-Moro indigenous peoples and elections following the dissolution of parliament.

BTA Floor Leader Atty. Sha Elijah Dumama-Alba said that the proposed code will be the main focus of the parliament’s session next week.

The BTA Bill No. 29, or the Bangsamoro Electoral Code, seeks to ensure honest, credible, just, and free elections in the upcoming 2025 elections, allowing democratic political participation and reflecting the genuine will of the electorate. FOCUS GROUP DISCUSSION ON THE REVIEW OF WPS AGENDA IN THE BARMM: A DECADE OF LOCALIZING THE NAP-WPS

Marawi City – On February 12, 2023, the women leaders of Lanao del Sur convened for FGD on the Review of the WPS Agenda in the BARMM: A Decade of Localizing the National Action Plan on Women, Peace and Security (NAP-WPS) at the District Office of MP Atty. Ras Mitmug, Jr., at the G/F VIP Lounge, MSU Gym, Marawi City.

The 10 years WPS Agenda of BARMM focuses on capacitating the Bangsamoro Women in the period of transition so that they can be critical participants in the implementation of the peace agreement as their characteristics and observations make them rational contenders in peacemaking and leadership roles with complementary approaches and skills to their men counterparts.

The Regional Action Plan on Women, Peace and Security as a localization of UNSCR 1325 has been implemented in the region from 2012-2022. The objectives of the activity were validate women, peace and security issues in the BARMM particularly in the Province of Lanao del Sur, assess RAP WPS agenda in the BARMM, and recommend WPS policies for the BTA. Also, part of the goal of the research team that lead by Ma’am Jehanne Mutin, Lanao del Sur Commissioner – Bangsamoro Women Commission and Bangsamoro Women Commission – BARMM in partnership with Office of MP Atty. Rasol Mitmug, Jr and Rotary Club of Marawi was to examine the regional interventions so far conducted by the ARMM and now the BARMM, to find out if it has been instrumental in alleviating the plight of Bangsamoro women and girls in the grassroots communities in the conflict and post-conflict situations and conflict transformation.

The result of the research will be shared and lobbed in the Bangsamoro Transition Authority Parliament for the crafting of programs, services, and legislation of policies and regional laws that will facilitate conflict transformation in the Bangsamoro Government and region. Further, the result of the study will enhance the proposed RAP-WPS program in the BARMM for 2023 and beyond.
