COTABATO CITY – The Bangsamoro Parliament adjourned sine die the first regular session with the passage of the Bangsamoro Electoral Code, one of the priority codes that should be enacted during the transition period until 2025.
Since the members of parliament were sworn in in September 2022, the interim government of the Bangsamoro region has been productively enacting laws that will serve as the framework for the regular parliament, which will begin in 2025.

COTABATO CITY — This week, the nation has witnessed yet another historic event in the Bangsamoro’s pursuit of self-governance, that is the enactment of an electoral code that will pave the way for fair and transparent elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
At exactly 11:58 PM on March 8, 2023, the Bangsamoro Transition Authority (BTA), in a special session, approved Parliament Bill No. 29 or the Bangsamoro Electoral Code (BEC) with 64 affirmative votes, zero negative vote, and zero abstention on its third and final reading.
Chief Minister Ahod Ebrahim said the BEC will bring fair and inclusive elections in the region.

COTABATO CITY – The Bangsamoro Parliament unanimously approved BTA Bill No. 29 on third and final reading, fulfilling a promise to President Ferdinand Marcos Jr. to enact the Bangsamoro Electoral Code in the first quarter of 2023.
Presiding Chair Deputy Speaker Atty. Omar Yasser Sema banged the gavel at 11:58 p.m. to approve the region’s electoral law that will prescribe the structural, functional, and procedural principles of the elections, referenda, and recall proceedings in the BARMM.

LANAO DEL SUR, Philippines – The proposed Bangsamoro electoral and local government codes hit a roadblock, as local officials raised serious concerns over their constitutionality and the broad powers sought by its proponents for the planned regional elections body.

MAGUINDANAO – With the Bangsamoro Parliament’s Rules Committee continuing its consultation, Deputy Speaker Atty. Omar Sema emphasized the significance of this process in crafting an electoral law that will govern elections in the region.
Local government units, academic institutions, civil society groups, non-government organizations, and the women and youth sector in Maguindanao del Sur and del Norte have all shown strong support for the proposed electoral code.

Cotabato City Vice Mayor Johari Abu said that BTA Bill No. 29 exemplifies moral governance, democracy, equal political involvement, and representation.

TAWI-TAWI—A civil society organization for persons with disabilities (PWD) called for the inclusion of provisions friendly to them on the last day of public consultation on the Bangsamoro Electoral Code held today in this province.
Prof. Saturnino Apdal Jr., president of the Tawi-Tawi Alliance of Persons with Disabilities, made a plea to the authors of the Bangsamoro Electoral Code, saying, “we call on the drafters of the Code to consider making a Vulnerable Sectors Bureau.”

PATIKUL, SULU — The Bangsamoro Parliament showed up in full force in Sulu for the public consultation on BTA Bill No. 29, or the Bangsamoro Electoral Code.
Members of the Committee on Rules and four deputy speakers, including Atty. Omar Yasser Sema, Atty. Nabil Tan, Atty. Paisalin Tago, and Benjamin Loong, were present at the public consultation, signifying the importance of consulting constituents on the proposed code.
Representatives from indigenous peoples, civil society organizations, women’s groups, religious groups, youth sectors, non-governmental organizations, and academic institutions took part in the consultation. They will also submit written position papers to the Rules Committee.

ISABELA CITY, BASILAN — To ensure that the voice of the Bangsamoro constituencies is reflected in the proposed electoral code, the Bangsamoro Parliament kicked off simultaneous public consultations in Basilan, Sulu, and Tawi-Tawi.
The public consultations in different island provinces allowed all relevant stakeholders to share legislative input and recommendations that will strengthen and improve the proposed code.
To better understand the proposed code, the Committee on Rules presented the salient features of the 14-article code filed by the Government of the Day.
Deputy Speaker Atty. Laisa Alamia said that the Parliament is going around the country to consult all the stakeholders on Parliament Bill No. 29, or the Bangsamoro Electoral Code.

BONGAO, TAWI-TAWI—The provincial government of Tawi-Tawi expressed gratitude to the Bangsamoro Parliament for holding a public consultation on the proposed Bangsamoro Electoral Code in the southernmost province of the Philippines.
Tawi-Tawi Governor Yshmael Sali thanked the Bangsamoro Parliament and its members for coming to Tawi-Tawi to listen to their opinions, comments, and suggestions about the proposed code.
Given its location, Governor Sali said that Tawi-Tawi is always the last to be visited. He is delighted that they were given top priority this time.

PATIKUL, SULU — Deputy Speaker Atty. Nabil Tan emphasized the importance of the Bangsamoro Electoral Code as a “vehicle for uniting the Bangsamoro people.”
On the first day of public consultation in Sulu for the proposed electoral code, Deputy Speaker Tan assured that the Bangsamoro people, the underserved, and the less privileged will have a voice in the legislative process.
The electoral code, which was filed by the Government of the Day, will set forth the structural, functional, and procedural principles in the elections of officers in the Bangsamoro region.
Sangguniang Panlalawigan members, municipal mayors and vice mayors, and government stakeholders all had questions and suggestions for improving the proposed measure.
Deputy Speaker Tan said that “we can earn the confidence and trust of the Bangsamoro people” through the continuous efforts of the Bangsamoro government to serve its constituents.

COTABATO CITY — Secretary Carlito Galvez Jr., Presidential Adviser on Peace, Reconciliation and Unity, said that the Bangsamoro government has shown “moral conviction” to uphold their commitment to the President of enacting the proposed electoral code in the first quarter of 2023.
Galvez expressed his confidence that the electoral code would be passed on schedule, giving the Commission on Elections,regional political parties and other stakeholders sufficient time to prepare for the 2025 synchronized elections.

COTABATO CITY — In the first week of the session of the second parliament, the Government of the Day reintroduced 12 proposed bills and filed four new bills.
Two of these legislative measures, the Bangsamoro Electoral Code and the Bangsamoro Local Governance Code, are the priority codes stated in the Bangsamoro Organic Law.

COTABATO CITY — MPs Rasol Y. Mitmug, Jr., Laisa M. Alamia, Suharto M. Ambolodto, and Baintan Adil-Ampatuan, formerly composing the Minority bloc during the first BTA, re-filed the Bangsamoro Electoral Code. This is the same draft that was crafted in partnership with the Legal Network for Truthful Elections (LENTE).
This after the Parliament collectively decided to archive all pending bills and resolutions from the first BTA. The Government of the Day has yet to file its version but has assured its passage as its priority.

COTABATO CITY – The BTA Parliament archives all pending legislation, including the draft electoral (filed by MP Mitmug) and local governance (filed by the GOTD) codes, as the first term comes to a close, as provided in the Parliamentary Rules. All pending matters and proceedings shall terminate upon the expiration of the term of Parliament, and the records pertaining thereto, delivered to the archives within fifteen (15) days after such expiration.
COTABATO CITY — As the Bangsamoro Transition Authority formally opened its fourth regular session, the four remaining priority codes stated in the Bangsamoro Organic Law will be the main focus of the Parliament.

METRO MANILA — The Commission on Elections (Comelec) has established a Bangsamoro Electoral Office (BEC) in the Bangsamoro Autonomous Region in Muslim Mindanao (ARMM).
The Comelec said in Resolution No. 10680 this was pursuant to Republic Act No. 11054 otherwise known as the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao.
The poll body said the BEO was established by converting the Office of the Regional Election Director in the Autonomous Region in Muslim Mindanao (ARMM).
“Pending the enactment of the Bangsamoro Electoral Code and for purposes of election administration, the 63 barangays in the municipalities of Aleosan, Carmen, Kabacan, Midsayap, Pilot, and Pigcawayan, all of North Cotabato, which voted for inclusion in the BARMM, shall still be considered part of the municipalities and province where they belong before the ratification of the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao,” the Comelec said.

COTABATO — The Office of MP Mitmug filed today a Proposed Resolution No. 307, entitled, “Resolution Requesting the Commission on Elections to Issue a Resolution for the Establishment of the Bangsamoro Electoral Office.” The resolution was drafted with the assistance of Legal Network for Truthful Elections (LENTE Philippines).
Based on the provisions of the draft Bangsamoro Administrative Code, the Commission on Elections shall establish the Bangsamoro Electoral Office under its supervision and control which shall implement and enforce its orders, rulings and decisions. The institution will be responsible for promulgating Comelec rules and regulations for the conduct of elections within the Bangsamoro.

ZAMBOANGA —The Legal Network for Truthful Elections (LENTE Philippines) conducted a consultation today (November 23, 2019) on the drafting of the Bangsamoro Electoral Code at the Sauras Hall, Ateneo de Zamboanga in Zamboanga City. Participants included The Asia Foundation Zamboanga, IBP ZAMBASULTA Chapter, CSOs such as the Citizens’ Coalition for ARMM Electoral Reform and Noorus Salam Tawi-Tawi, LENTE Chapters, and COMELEC.
Atty. Carlo Africa, LENTE’s Consultant for BARMM Electoral Code, facilitated the discussion and asked the participants three questions: (1) What do you like about ARMM Elections? (2) What don’t you like about ARMM Elections and its possible solutions? (3) What do you want to see in BARMM Elections? Participants shared they hoped to see the strengthening of political parties, improved qualifications for running candidates, and the inclusion of an anti-dynasty provision in the Bangsamoro Electoral Code.
Other than the FGDs, LENTE also conducted consultations with the Philippine Center for Islam and Democracy, Election Lawyers, Experts and Election Practitioners in order to further discuss the results of the FGDs and the contentious issues encountered in the drafting process of the Bangsamoro Electoral Code.

Atty. Ryan Jay Roset, Consultant of LENTE, facilitated the discussion and asked the participants three questions: (1) What do you like about ARMM Elections? (2) What don’t you like about ARMM Elections and its possible solutions? (3) What do you want to see in BARMM Elections? Participants shared that though they were happy that Moros were now exercising their right to suffrage more than before, improvements were still being sought on various areas, such as the failure of the COMELEC to take immediate actions on election offenses.

ILIGAN —The Legal Network for Truthful Elections (LENTE Philippines) conducted a consultation today (November 19, 2019) on the drafting of the Bangsamoro Electoral Code at the Plaza Alemania Hotel in Iligan City. 17 groups were represented in the FGD including CSOs, LENTE Chapters, and the COMELEC.
Atty. Marisse Aldeza, lawyer volunteer for LENTE, facilitated the discussions and assisted by Ms. Brizza Rosales. Participants shared the negative observations such as rampant vote buying, violation of election day procedures, and the manipulation of the supervisors. Participants hoped that the next BARMM elections would include a massive education and information campaign to empower people and become informed voters.

METRO MANILA —The Legal Network for Truthful Elections (LENTE Philippines) conducted a consultation today (October 28, 2019) on the drafting of the Bangsamoro Electoral Code in Metro Manila.
Participants included CSOs, LENTE Chapters, and the COMELEC. During the discussion proper, they noted that police and military were working for the interest of the incumbents, local elections were ruled by political dynasties, and that there was a high percentage of illiterate voters. They hoped that there would be an established Bangsamoro Electoral Office and improved communication mechanisms with the electorate (more graphic, less text heavy).
