BARMM lawmakers file creating, upgrading hospitals in Lanao del Sur and Tawi-Tawi

COTABATO CITY — Two bills aimed at establishing and upgrading hospitals in Lanao del Sur and Tawi-Tawi were filed by some members of the Parliament in the plenary today.

Parliament Bill 128, a measure aiming to create a general hospital in Sitangkai, Tawi-Tawi, was introduced on first reading.

While Parliament Bill 102, which seeks to upgrade the existing Balindong Hospital in Lanao del Sur from its present 10-bed capacity to a 50-bed capacity district hospital, was presented on second reading and referred to committees on health and finance, budget, and management.

MPs Amilbahar Mawallil, Atty. Laisa Alamia, Engr. Baintan Ampatua, Engr. Don Mustapha Loong, Atty. Rasol Mitmug Jr., Atty. Suharto Ambolodto, Abraham Burahan, and Sittie Shahara Mastura filed the PB 128, while MP Saffrulah Dipatuan PB 102 proposed the PB 102.

Sitangkai is one of Tawi-Tawi’s most populated island municipalities. It is located in the southernmost part of the Philippines, close to Malaysia and Indonesia.

“Providing medical services should be a priority for the Bangsamoro region—especially in Sitangkai,” Mawallil said.

As the Covid-19 virus continues to spread throughout the BARMM, he added that most hospitals had reached their capacity limit.

Meanwhile, based on the MOH-BARMM hospital statistics report in 2019, Balindong Municipal Hospital is compelled to render services that exceed its approved bed capacity.

In upgrading the existing Balindong municipal hospital, Dipatuan said, more patients will be catered.

To date, more than twelve bills in the plenary seek the improvement and establishment of hospitals within the region.

Aside from passing legislation, the Bangsamoro government provides health assistance to frontline health workers and patients.

Its assistance includes the turnover of ambulances, appropriation of cash aids, and distribution of medical supplies such as oxygen tanks and medicinal kits. (Publication and Media Relations Division)

MP Mitmug tackles proposed legislation on S’bang ka Marawi

COTABATO – MP Rasol Mitmug, Jr. was interviewed by Prof. Sorhaila Latiph-Yusoph on S’bang ka Marawi for its 204th episode yesterday evening.

MP Mitmug gave crucial updates on pending legislation filed by the Minority bloc, such as Parliament Bill no. 116 (Satellite Coordinating Offices), PB No. 115 (Memorializing the efforts of the MNLF Top 90), PB No. 113 (Geo-tagging), PB No. 108 (Bangsamoro Gazettel) and Proposed Resolution No. 524 (Condemning the shooting of MSU students Omar Zinal and Hamza Rauf). He also emphasized the importance of transparency and technology within the Bangsamoro Government, especially during the pandemic.

“Isa po na sinusulong natin ay yung Bangsamoro Gazzette. Ang pinaka purpose po nito ay to put it online. So ibih sabihin, pag ka meron tayong batas, sabihin nating yung Bill natin tapos na, naka-post na po online sa Bangsamoro Gazette. Yung mga executive order, mga important memos. Pati yung pinaka-feature po is yung Shariah Law na pinaka latest pati yung Shariah decision, para updated tayo. Dapat naka-post po online sa Bangsamoro Gazette. Ang goal po naton diyan ay everybody will have an access to it. Hopefully sana may maipasa na Bill. Yung mga batas natin kapag nasa online na, dapat yung mga knowledges lalong-lalo na yung mga policy, meron silang access. Para ma-review po nila kaagad yung batas,” said MP Mitmug.

In his closing message, MP Mitmug reminded everyone to comply with Covid-19 health protocols and to get their vaccination. “I really want to encourage yung mga kababayan natin na magpa-vaccine, nakakatulong po. Ang effect nya po sa atin ay medyo mild ang virus sa ating katawan. Nakakatulong po talaga siya. Gusto ko lang din pong sabihin na kahit po vaccinated tayo ay we should follow the protocols. Take care of one another, isunod po natin yung protocols po. Malaking bagay po talaga.”

Bangsamoro Scholars Association pays courtesy visit to MP Mitmug

COTABATO – The Bangsamoro Scholars Association – Marawi City and Lanao Del Sur Chapter paid a courtesy visit to the Office of MP Atty. Rasol Mitmug, Jr. to discuss the existence and purpose of the association last September 3, 2021. MP Mitmug expressed his appreciation for how productive the BSA was, and also manifested his support and partnership with the association and offered the facilities of his Office that can be used by BSA for its activities such as meetings, study sessions, and research activities.

8 BARMM solons seek creation of regional archives office

COTABATO CITY – Eight lawmakers of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have joined hands to author a bill that would strengthen the system management and archival records of the region.

In a statement Thursday, Bangsamoro Transition Authority parliament members Don Mustapha Loong, Baintan Ampatuan, Amilbahar Mawallil, Laisa Alamia, Rasol Mitmug Jr., Suharto Ambolodto, Rasul Ismael, and Jose Lorena said they have introduced BTA Bill No. 120 or “Bangsamoro Regional Archives Act,” in the plenary for the establishment of the Office of the Bangsamoro Regional Archives (OBRA).

“The maintenance of archival records is one of the important tasks of the BARMM government that should be advanced to preserve the region’s collective identity and history,” the group said.

Loong, in a separate interview, said the creation of the OBRA is a “must”, citing the region’s lack of archiving methods.

To address the drawback, Loong said the proposed OBRA bill objectives include the creation of a management system for the BARMM archival records; ensure that full and accurate records of the affairs of the BARMM government are maintained and preserved; increase public confidence in the integrity of public records keeping and management; ensure accessibility of public records relevant to the promotion and preservation of the Bangsamoro cultural heritage, and support the safekeeping of private records.

“Through these efforts, we could help preserve our history, educate and allow others to understand the determination of our (BARMM) leaders in governing our territory,” Loong said.

Once created, he said OBRA shall implement policies and provisions that will promote the region’s heritage and tradition, particularly the rich cultural heritage of the Sultanates of Sulu, Maguindanao, Kabuntalan, Buayan, the Royale House of Ranao, and the Iranun, as well as the indigenous peoples in the region. Creation of BARMM printing office pushed

COTABATO CITY – A group of legislators in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has pushed for the creation of the Bangsamoro Printing Office (BPO) to handle the reproduction of volumes of forms and files daily. 
 
On Wednesday, Bangsamoro Transition Authority (BTA) members Baintan Ampatuan, Amilbahar Mawallil, Laisa Alamia, Suharto Ambolodto, Don Mustapha Loong, Rasol Mitmug, and Rasul Ismael filed the bill to establish an effective government printing and publication system that would meet the demands of the regional government. 
 
“The Bangsamoro government produces a heavy volume of forms, files, and requirements on a daily basis. Hundreds, if not thousands, of papers, are printed each day,” the authors wrote on the bill’s explanatory note. 
 
They said the BPO, once created, will serve as the printing arm of the BARMM tasked with producing accountable forms and ensuring the high-quality requirements from the regional government’s offices. 
 
Aside from the printing of forms and other materials, the BPO may also accept other Bangsamoro printing jobs, including government publications. 
 
“Direct printing by the BPO will save funds of the Bangsamoro government, as the necessary materials and printing will be procured and done by the office itself, thus saving extra costs,” the authors added. 
 
The bill authors said the BPO will operate under the supervision of the office of BARMM Chief Minister Ahod “Murad” Ebrahim, as its main office will be established in this city, while satellite offices can be set up around the region to expedite printing requests. 
 
Functions of the BPO include the provision of all printing requirements of the government agencies and accept other government printing jobs, including publications and information materials; and recommend the acquisition of, in any lawful manner, such personal or real property, or any interest or charges therewith. 
 
The authors added the BPO may also discharge other functions deemed necessary such as the printing, binding, and distribution of all standard and accountable forms of BARMM; printing of books and other educational materials by the Ministry of Basic, Higher, and Technical Education– BARMM; and also the production of public documents such as the Bangsamoro Gazette, Bangsamoro Appropriations Act, and other development information materials of the regional government. 
 
Sources of funds for the agency’s operation may be obtained from revenues, grants, donations, disposal of assets, sale of obsolete forms and records, and interest earned on investments, the authors said. (PNA)
