FOCUS GROUP DISCUSSION ON THE REVIEW OF WPS AGENDA IN THE BARMM: A DECADE OF LOCALIZING THE NAP-WPS

Marawi City – On February 12, 2023, the women leaders of Lanao del Sur convened for FGD on the Review of the WPS Agenda in the BARMM: A Decade of Localizing the National Action Plan on Women, Peace and Security (NAP-WPS) at the District Office of MP Atty. Ras Mitmug, Jr., at the G/F VIP Lounge, MSU Gym, Marawi City.

The 10 years WPS Agenda of BARMM focuses on capacitating the Bangsamoro Women in the period of transition so that they can be critical participants in the implementation of the peace agreement as their characteristics and observations make them rational contenders in peacemaking and leadership roles with complementary approaches and skills to their men counterparts.

The Regional Action Plan on Women, Peace and Security as a localization of UNSCR 1325 has been implemented in the region from 2012-2022. The objectives of the activity were validate women, peace and security issues in the BARMM particularly in the Province of Lanao del Sur, assess RAP WPS agenda in the BARMM, and recommend WPS policies for the BTA. Also, part of the goal of the research team that lead by Ma’am Jehanne Mutin, Lanao del Sur Commissioner – Bangsamoro Women Commission and Bangsamoro Women Commission – BARMM in partnership with Office of MP Atty. Rasol Mitmug, Jr and Rotary Club of Marawi was to examine the regional interventions so far conducted by the ARMM and now the BARMM, to find out if it has been instrumental in alleviating the plight of Bangsamoro women and girls in the grassroots communities in the conflict and post-conflict situations and conflict transformation.

The result of the research will be shared and lobbed in the Bangsamoro Transition Authority Parliament for the crafting of programs, services, and legislation of policies and regional laws that will facilitate conflict transformation in the Bangsamoro Government and region. Further, the result of the study will enhance the proposed RAP-WPS program in the BARMM for 2023 and beyond.

Eleven Kalombayani Fellows

Eleven Kalombayani Fellows convened during the Fellows’ On-Boarding Session on February 24-26, 2023 at the District Office of MP Rasol Y. Mitmug, Jr., Marawi City, Lanao del Sur organized as part of Kalombayan Kilos’ political empowerment fellowship program dubbed as KALOMBAYANI: Champions of Progressive Governance.

In her opening remarks, Ms. Queenie Comadug, District Head of the Office of MP Atty. Rasol Y. Mitmug, Jr., greeted the fellows and emphasized the importance of young people’s genuine engagement in maintaining the progress made in the peace process. The session officially begins at this point.

Atty. Moh. Rayyan Yassin D. Dimaporo, Head Legal Officer of the Office of MP Khalid M. Hadji Abdullah, gave the fellows an overview of the political landscape in the Philippines and explained the situation of youth engagement in governance in BARMM and Lanao del Sur after the session officially began. He discussed some of the key aspects of how the Bangsamoro Government is integrated into the Philippine government structure.

Apart from this, Hon. Jamil Faisal S. Adiong, Ex-Officio Member of the Sangguniang Panlalawigan ng Lanao del Sur, discussed to the participants the philosophies of politics and its emerging ideologies. The discussion revolves on how democracy works in the spectrum of politics.

Activities that strengthen the fellows’ bond with one another and identify present political issues are interspersed between these talks. These includes getting-to-know-you activity, problem tree analysis, and solution tree analysis.

KALOMBAYANI: Champions of Progressive Governance is a political empowerment program that caters prospective young political leaders who are committed to the morals of social democracy, social justice, equality, and solidarity. The program is centered on capacitating young people to become emerging political entrepreneurs who generate innovative ideas, and shape better political climate in Lanao del Sur that would ensure genuine youth participation in the local politics and governance.

The Fellows’ On-boarding Session is in strong partnership with the Office of MP Atty. Rasol Y. Mitmug, Jr. and Office of MP Khalid M. Hadji Abdullah.

Bangsamoro Sports for Peace

The Office represented by Sultan Dimaampao attended the Bangsamoro Sports for Peace Lecture and delivered MP Mitmug’s message of support for the event which was held last February 13-15, 2023 at M Bistro Panggao Saduc, Marawi City.

Lectures touching on topics on peace process, understanding conflict and violence, and role/s of sports in attaining peace and transitional justice were presented during the three-day activity by selected MSU Marawi professors.

The Office of MP Mitmug is honored to be invited to this event as we also believe and acknowledge in the importance of highlighting sports in the advancement of our bangsa.

As relayed by Dimaampao, “Our office is committed to and fully supports the programs of the Bangsamoro Sports Commission especially the Youth sector. We all have to partake and invest in each other’s potentials to overcome the challenges of time.

Mitmug is proposing a “zipper rule” in nominations

“Parties should nominate men and women in an alternating sequence. If your first nominee is a man, then the second nominee should be a woman, and so on and so forth. This way, we can achieve an almost equal number of men and women in Parliament, as envisioned by the [Bangsamoro Organic Law],” Mitmug stated.

Mitmug believes that female representation should also be extended to political party committees, not just nominees.

“If we were to truly have effective women’s representation in the Bangsamoro Government, it should start in the political party committees, deeply ingrained in the machinery of where leadership training really begins,” Mitmug said.

STATEMENT ON THE FOILED AMBUSH OF GOVERNOR ADIONG

We denounce the ambush incident in Maguing, Lanao del Sur, which killed four security personnel (Inna lillahi wa inna iaihi raji’un) and wounded Governor Mamintal Bombit Adiong Jr. and his staff earlier today.

We express our deepest sympathies to the family and friends of the victims and offer our prayers for the speedy recovery of the wounded.

We call upon the authorities to fully investigate this incident, to bring the perpetrators to trial and ensure that the victims’ families receive justice.
