Creation of BARMM printing office pushed

COTABATO CITY – A group of legislators in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has pushed for the creation of the Bangsamoro Printing Office (BPO) to handle the reproduction of volumes of forms and files daily. 
 
On Wednesday, Bangsamoro Transition Authority (BTA) members Baintan Ampatuan, Amilbahar Mawallil, Laisa Alamia, Suharto Ambolodto, Don Mustapha Loong, Rasol Mitmug, and Rasul Ismael filed the bill to establish an effective government printing and publication system that would meet the demands of the regional government. 
 
“The Bangsamoro government produces a heavy volume of forms, files, and requirements on a daily basis. Hundreds, if not thousands, of papers, are printed each day,” the authors wrote on the bill’s explanatory note. 
 
They said the BPO, once created, will serve as the printing arm of the BARMM tasked with producing accountable forms and ensuring the high-quality requirements from the regional government’s offices. 
 
Aside from the printing of forms and other materials, the BPO may also accept other Bangsamoro printing jobs, including government publications. 
 
“Direct printing by the BPO will save funds of the Bangsamoro government, as the necessary materials and printing will be procured and done by the office itself, thus saving extra costs,” the authors added. 
 
The bill authors said the BPO will operate under the supervision of the office of BARMM Chief Minister Ahod “Murad” Ebrahim, as its main office will be established in this city, while satellite offices can be set up around the region to expedite printing requests. 
 
Functions of the BPO include the provision of all printing requirements of the government agencies and accept other government printing jobs, including publications and information materials; and recommend the acquisition of, in any lawful manner, such personal or real property, or any interest or charges therewith. 
 
The authors added the BPO may also discharge other functions deemed necessary such as the printing, binding, and distribution of all standard and accountable forms of BARMM; printing of books and other educational materials by the Ministry of Basic, Higher, and Technical Education– BARMM; and also the production of public documents such as the Bangsamoro Gazette, Bangsamoro Appropriations Act, and other development information materials of the regional government. 
 
Sources of funds for the agency’s operation may be obtained from revenues, grants, donations, disposal of assets, sale of obsolete forms and records, and interest earned on investments, the authors said. (PNA)

BTA Parliament expresses sympathy to MP Bato’s death

The Bangsamoro Transition Authority Parliament expresses its heartfelt condolences to the family and relatives of its close colleague, Member of Parliament Mohammad Zainoden Bato, who passed away unexpectedly.

There are three (3) proposed resolutions expressing profound sympathy and sincere condolences to the bereaved family of MP Bato and recognizing his contributions to the Bangsamoro Government:

Proposed Resolution No. 487 entitled “A RESOLUTION EXPRESSING THE PROFOUND SYMPATHY AND SINCERE CONDOLENCES OF THE BTA ON THE DEATH OF BTA-MEMBER HON. ALEEM MOHAMMAD ZAINODEN P. BATO,”

Proposed Resolution No. 490 entitled “RESOLUTION EXPRESSING THE DEEPEST CONDOLENCES AND PROFOUND SYMPATHY OF THE BANGSAMORO PARLIAMENT TO THE BEREAVED FAMILY OF MP ALEEM MOHAMMAD ZAINODEN P. BATO,” and

Proposed Resolution No. 491 entitled “RESOLUTION RECOGNIZING THE CONTRIBUTION OF THE HONORABLE MP MOHAMMAD ZAINODEN P. BATO TO THE BANGSAMORO GOVERNMENT AS ONE OF THE PRIME MOVERS OF THE BANGSAMORO CAUSE, AND EXPRESSING PROFOUND SYMPATHY AND SINCERE CONDOLENCES TO HIS FAMILY FOR HIS DEMISE”

All resolutions were adopted by the BTA Parliament in today’s Session.

Inna lillah wa inna ilaihi rajion. Again, we send our heartfelt condolences to MP Bato’s family and relatives during this difficult time. His untimely death is a great loss for the Bangsamoro people and the cause that they are still fighting for.

3 BTA MPs and BPDA exec among MNSA Executive Class pioneer graduates

MP Atty. Laisa Masuhud Alamia, MP Engr. Baintan Adil Ampatuan, MP Atty. Maisara C. Dandamun-Latiph and BPDA Director General Mohajirin T. Ali are among the first batch to complete the Executive Master in National Security Administration (E-MNSA) Program of the National Defense College of the Philippines (NDCP).

 

 

 

 

 

 

 

 

 

Let’s look at their achievements below.

MP Atty. Laisa Masuhud Alamia, MNSA, CESE, BTA Minority Floor Leader, graduated with Honors and a SILVER MEDAL in both Academics and Best Thesis from the Master in National Security Administration Executive Program’s pioneer class. She was also recognized for academic excellence with the Term Award (Terms 1-3), Meritorious Thesis Award, and Silver Medal award. She is also the Chair of the GPH’s Working Group on Demobilized Combatants and Communities. During the graduation ceremonies, MP Atty. Laisa was also commissioned into the AFP Reserve Force with the rank of Commander in the Philippine Navy (Reserve), which will take effect after the President’s assent, in accordance with Presidential Decree 190 and Republic Act No. 7077.

MP Engr. Baintan Adil Ampatuan, MNSA, CSEE graduated with honors and received a SILVER MEDAL in Best Thesis as well as a Bronze Medal in Academics. She also received the Term Award (Terms 1-3), Meritorious Thesis Award, and Bronze Medal for Academic Excellence for her academic achievements. Engr. Baintain is also the MILF Camp Transformation GPH Chair.

MP Atty. Maisara C. Dandamun-Latiph and BPDA Director General Mohajirin T. Ali both earned an Executive Master in National Security Administration.

Driven by hardwork and determination, these BARMM public officials strived to complete and obtain their Executive Master in National Security Administration. The Office of MP Mitmug applauds these civil servants who increase their professional expertise by gaining additional education in order to better serve their constituents.

This will increase situational awareness and operational strategy in the Bangsamoro’s transition to independence, as envisioned by the Organic Law for the Bangsamoro.

The E-MNSA program is the only graduate-level program in the country that offers a master’s degree which covers formulation, implementation, and evaluation of policies in national security administration.

The pioneer class is identified as Master in National Security Administration Executive Program, Executive Class 01.

 

 

 

IBS holds consultation on land policy in BARMM

The Institute of Bangsamoro Studies (IBS) held a consultation forum on land, housing, and property policy in the BARMM last  July 28, 2021 at Em Manor Hotel, Cotabato City.

 

Ms. Ica Fernandez, IBS consultant, presented the summary of her initial findings on the said topic as a result of her region-wide public consultations. Major issues and challenges were identified as well as possible solutions from the legislative and executive branch of the government. The consensus are in agreement that land is one of the most complex and complicated challenge and opportunity for the Bangsamoro.

After the presentation, the participants were given the chance to share their ideas, experiences  and knowledge in relation to the findings. There was also a productive exchange of ideas on land governance from representatives coming from the key regional government offices, CSOs, and private sectors.

According to Atty. Anwar Malang, the establishment of Bangsamoro Land Commission could settle things on land issues properly. He added that the Commission could adjudicate matters on land policies on agrarian reform based on Amanah (trust).

Meanwhile, Eshan Karl Mabang, Division Chief of Ministry of Environment, Natural Resources and Energy, mentioned that the existing system is already quite good and would only need a proper implementation of the 2015 cadastral survey of the LGUs.

Fernandez remarked that all suggestions and recommendations were all insightful and have been duly noted. The same would be part of the final output of the IBS for submission to the legislative body.

MP Rasol Mitmug is one of the key informants in the findings of Fernandez, together with other Members of the Parliament. This consultation is part of the Citizen’s Engagement for Inclusive Policy and Programs in the Bangsamoro of the IBS, in partnership with The Asia Foundation and USAID – US Agency for International Development.

 

Bill to memorialize the bravery of MNLF’s Top 90 and 300 core members now on plenary

COTABATO CITY — Some of the Bangsamoro Parliament members introduced a bill in the plenary seeking to honor the valor of the Top 90 and Top 300 core members of the Moro National Liberation Front (MNLF).

The bill, which also seeks to recognize the important contribution of the “young brave men” in preserving the safety and well-being of the Bangsamoro people, was filed by Amir Mawallil, Atty. Rasol Mitmug Jr., Atty. Suharto Ambolodto, Engr. Baintan Adil-Ampatuan, Sittie Shahara Mastura, Atty. Laisa Alamia, Engr. Don Loong, Rasul Ismael, and Abraham Burahan.

The Top 90 were composed of the BARMM’s various ethnolinguistic groups that questioned the socio-political landscape in Mindanao and sought to address social injustices against the Bangsamoro people.

In 1972, the MNLF’s Top 90 core members grew and recruited 300 young Muslims to join the group.

“It is strange, however, that until today one cannot find a fitting monument in the BARMM that would serve as a lasting memorial to these courageous men who fought to assert our rights and affirm our distinct historical identity and birthright from those who attempted to subdue it,” the bill’s explanatory read.

The authors said that the BARMM needs a memorial that will be visited and revered by all, particularly by the present and future generations.

They said that it is right to remember the heroism of the Top 90 and Top 300 core members, given the immense devotion they have displayed repeatedly.

Every Bangsamoro, the authors noted, should be educated about the lives and heroism of the said brave men to understand the fundamental principles for which they fought—freedom, justice, and autonomy.

“The Top 90 and 300 core members, the unsung champions of the Bangsamoro struggle, should be given proper recognition for the bravery they have manifested in continuously fighting for our rights,” the authors said in the explanatory note.

Under the proposed bill, the Bangsamoro Commission for the Preservation of the Cultural Heritage (BCPCH), as the agency responsible for writing the Bangsamoro history and sustaining the BARMM’s cultural institutions and projects, is tasked to produce and publish the official names of the mentioned MNLF.

The proposed legislation also called for the construction of a regional monument, the organization of relevant activities and materials to the education sector, and the holding of an annual commemoration. (Publication and Media Relations Division)
